After a decade managing high-stakes technology programs in government contracting for the White House Communications Agency (WHCA), the Federal Emergency Management Agency (FEMA), and the Defense Intelligence Agency (DIA), Rosie realized the biggest barrier to innovation wasn't the code, it was the human connection to it.
